Issue vs opportunity

Type	Meaning
Issue	A technical or content problem detected on the website.
Opportunity	A growth signal from data, such as GSC query mining or a page with potential.
Recommendation	A concrete work proposal derived from an issue or opportunity.

The list should not be read as a raw error report. Priority pages, safe execution, and work that can produce visible proof matter most.

A recommendation becomes useful when it moves into a decision and execution path.
